Participatory Budgeting has by now been widely discussed, often celebrated, and is now instituted in at least 1,500 cities worldwide. Some of its central features—its structure of open meetings, its yearly cycle, and its combination of deliberation and representation—are by now well known. In this article, however, we critically reflect on its global travel and argue for more careful consideration of some of its less well-known features, namely the coupling of the budgeting meetings with the exercise of power. We disaggregate (...) PB into its communicative and empowerment dimensions and argue that its empowerment dimensions have usually not been part of its global expansion—and this is cause for concern from the point of view of emancipation. We thus discuss the specific institutional reforms associated with empowerment in the original version as well as its analytic dimensions. We also address some of the specific dangers of a communication-only version of PB as well as some suggestions for reintroducing empowerment. (shrink)

In early 2019 Madrid launched the first permanent citizen participation scheme in which members are chosen by lot: the Observatory of the City. Although the scheme was abandoned by the new government after the May 2019 elections, the Madrid experiment raises important questions about democracy. The project is another example of the growing prominence that the draw has acquired in many countries, as an ideal element to organise and order the participation of people in political affairs. In this paper we (...) describe the first steps of this scheme and also highlight the features that make the draw in Madrid a unique experience both because of the implications of the use of the draw, and from the point of view of similar schemes that are being carried out in other parts of the world. Madrid ha puesto en marcha, desde inicios del año 2019, la primera experiencia de participación ciudadana permanente cuyos miembros son elegidos por sorteo, el Observatorio de la Ciudad. A pesar de que la experiencia fue abandonada por el nuevo Gobierno después de las elecciones de mayo del 2019, la experiencia madrileña plantea importantes cuestiones sobre la democracia. Esta experiencia se suma al creciente protagonismo que ha adquirido el sorteo en muchos países, como un elemento idóneo para organizar y ordenar la participación de la gente en los asuntos políticos. En este trabajo exponemos los primeros pasos de esta experiencia, así como destacamos los rasgos que hacen del sorteo en Madrid una experiencia singular, tanto por las implicaciones que tiene el uso del sorteo como desde el punto de vista de las experiencias similares que se hacen en otras partes del mundo. El incremento de la desafección política en la sociedad y el creciente protagonismo de la tecnología y los actores económicos impulsan un debate sobre alternativas políticas que plantea como horizonte una democracia sin demos, sin un sujeto capaz de autodeterminarse. Uno de los elementos analíticos que sustentan este horizonte es el de las sociedades complejas. El artículo muestra cómo la reformulación sociológica del orden social como contingente y no-intencionado hace posible redefinir la política desde la pluralidad de los intereses de (...) los individuos, pero dejándola sin ninguna influencia en este orden. El texto cuestiona la asimetría del giro sistemático de la sociología al plantear un cambio radical de la sociedad, y las relaciones dentro de ella, mientras conserva las instituciones políticas inamovibles. Se sugiere finalmente que un cambio en las formas de organización política como es el sorteo podría tener mayor afinidad con los cambios sociales que la sociología muestra, sin tener por eso que renunciar a que los individuos puedan decidir sobre las normas o las leyes que regulan su vida colectiva. In recent years, numerous artistic experiments have emerged that engage Critical Plant Studies in dialogue with various forms of artistic creation. The role of plants in these processes, their capacity to influence them, and their impact on human imaginaries are currently subjects of debate. This text aims to analyze these questions within the context of a specific artistic project. The piece Other Intelligences by the artist duo Maria Castellanos and Alberto Valverde introduces novel features regarding the role of plants and (...) the space of encounter between humans and plants. We will analyze this artistic device by applying concepts such as plant agency and performance, opacity, and some considerations related to ethics and care. Problems about the accidental properties of properties motivate us--force us, I think--not to identify properties with the sets of their instances. If we identify them instead with functions from worlds to extensions, we get a theory of properties that is neutral with respect to disputes over counterpart theory, and we avoid a problem for Lewis's theory of events. Similar problems about the temporary properties of properties motivate us--though this time they probably don't force us--to give up this theory as well, (...) and to identify properties with functions from ⟨world, time⟩ pairs to extensions. Again, the replacement theory is neutral with respect to a metaphysical dispute that the old theory (arguably) forces us to take a stand on--the dispute over whether objects have temporal parts. It also allows us to give a smoother semantics for predication, to better accommodate our intuitions about which objects temporary properties are properties of, and to make temporally self-locating beliefs genuinely self -locating. Essay Review of two books of A.N. Maxwell, last of the Neo-Popperians: The Comprehensibility of the Universe (1998) and The Human World in the Physical Universe (2001).

Duhem has generally been understood to have maintained that the major Greek astronomers were instrumentalists. This view has emerged mainly from a reading of his 1908 publication To Save the Phenomena. In it he sharply contrasted a sophisticated Greek interpretation of astronomical models (for Duhem this was that they were mathematical contrivances) with a naive insistence of the Arabs on their concrete reality. But in Le Système du monde, which began to appear in 1913, Duhem modified his views on Greek (...) astronomy considerably; his more subtle understanding included the recognition that many Greeks subordinated mathematical astronomy to physical theory. But he could not completely repudiate his earlier views about Greek astronomy in part because his extreme nineteenth century prejudices led him to continue to insist on a clear-cut demarcation between Greek and Arabic astronomy. The inevitable result is a certain unevenness in the Système and some glaring inconsistencies. (shrink)

Abortion bans have been characterized as cruel especially in not allowing exceptions for rape or incest. The article first examines one approach to morally justifying bans based on the Doctrine of Double Effect (DDE) which distinguishes morally between killing or letting die intending death versus doing so only foreseeing death. It then presents some criticisms of the implications of the DDE but also argues that what the doctrine permits helps provide a ground for the permissibility of abortions even if the (...) fetus is a person. Whether there are limits on applying this argument is also considered. In conclusion, the article considers whether and why not permitting exceptions to bans for rape and incest is cruel and whether cruelty is a ground for opposition to bans. (shrink)

In this volume Russell Hittinger presents a comprehensive and critical treatment of the attempt to restate and defend a theory of natural law, particularly as proposed by Germain Grisez and John Finnis. A Critique of the New Natural Law Theory begins by examining the positions of various moral philosophers such as Alasdair MacIntyre, Alan Donogan, Elizabeth Anscombe, and Stanley Hauerwas, who wish to recover particular facets of premodern ethics. Hittinger then explores the work of Grisez and Finnis, who claim to (...) have recovered natural law in a manner that avoids the standard objections brought against it since the Enlightenment; they thus claim to have recovered natural law theory available once again for moral theology. Hittinger examines this new theory for internal coherence and consistency. In addition, he examines whether it is sufficiently comprehensive to explicate the religious, anthropological, and metaphysical questions that bear upon natural law ethics. He argues that the new natural law theory fails because it does not take into account philosophical anthropology and metaphysics. It cannot show how and why "nature" is normative for human activity. Hittinger concludes that if natural law theory is to be recovered, we must discover how to constructively bring theoretical rationality to bear upon ethics and practical rationality. Until this is done, he asserts, we will not have a defensible theory of natural law. (shrink)

The general context of this paper is the locality problem in quantum theory. In a recent issue of this journal, Redei (1991) offered a proof of the proposition that algebraic Lorentz-covariant quantum field theory is past stochastic Einstein local. We show that Redei's proof is either spurious or circular, and that it contains two deductive fallacies. Furthermore, we prove that the mentioned theory meets the stronger condition of stochastic Haag locality.

This article explores some of the ways in which the conceptual apparatus of A Thousand Plateaus, and especially its machinic metaphysics, can be connected to recent developments in computer modelling and social simulation, which provide new tools for thinking that are becoming increasingly popular among philosophers and social scientists. Conversely, the successful deployment of these tools provides warrant for the flat ontology articulated in A Thousand Plateaus and therefore contributes to the ‘reversal of Platonism’ for which Deleuze had called in (...) his earlier works, such as Logic of Sense. The first major section offers a brief exposition of some key concepts in A Thousand Plateaus in order to set the stage for the second and third major sections, which argue that the fabrication of a metaphysics of immanence can be accelerated by connecting its conceptual apparatus more explicitly to insights derived from philosophical analyses of computational modelling and simulation and the social scientific use of ‘assemblage theory’. The article concludes with a summary of the argument and a brief consideration of some of the potential ethical and political implications of this interdisciplinary engagement. (shrink)

The commercialization and globalization of the World Wide Web has impacted us all, both producers and consumers alike. What was once the province of the few has become the virtual society of the multitudes. Ethical issues concerning security, privacy, information, identity, community and equity of access once contained and localized, have assumed (...) additional complexity in the global environment. Every day, the front pages of our newspapers and magazines report violations of one sort or another.This paper will address two questions: As we move into the 21 st century, how can we shape 'ethical' information communication technology professionals? If one is allowed to speak of progress in historical research, one may note with satisfaction the growing sophistication with which the relationship between science and religion has been examined in recent years. The "warfare" model, the "separation" paradigm, and the "partnership" ideal have been subjected to critical scrutiny and the glaring light of historical evidence. As John Hedley Brooke has so astutely noted, "Serious scholarship in the history of science has revealed so extraordinarily rich and complex a relationship between (...) science and religion in the past that general theses are difficult to sustain. Unfortunately, this more nuanced approach has not been as evident in studies of Islam and science. Though there has been some serious scholarship on the relation between science and religion in Islam, such work has made barely a dent in either the general accounts or the general perceptions of that relationship. These latter continue to be characterized by reductionism, essentialism, apologetics, and barely masked agendas. (shrink)

Liberal theory seeks to achieve toleration, civil peace, and mutual respect in pluralistic societies by making public policy without reference to arguments arising from within formative ideals about what gives value to human life. Does it make sense to set aside such conceptions of the good when it comes to controversies about stem cell research and the genetic engineering of people or animals? Whether it is reasonable to bracket our worldviews in such cases depends on how we answer the moral (...) questions that the use of these biotechnologies presuppose. I argue that the moral language of liberal justice – of rights and duties, interests and opportunities, freedom and consent, equality and fairness – cannot speak to these underlying concerns about what the human embryo is, why the natural lottery matters to us, and whether 'animal nature' is worth preserving. I conclude that liberal theory is incapable of furnishing a coherent or desirable account to govern the way we use our emerging powers of biotechnology. (shrink)

This chapter first presents two arguments for the permissibility of physician-assisted suicide (PAS) and euthanasia (E) to eliminate physical suffering. I then present a third argument for PAS and E on grounds other than eliminating suffering. The chapter next considers several objections to these arguments that might be raised by Neil Gorsuch, now a US Supreme Court Justice. In the course of this I present a fourth argument for PAS and E.
